The Problem: Shoot First, Hide Names, Promote the Shooter¶
Zero Accountability
Since January 2025, federal immigration agents have shot at least 13 people, killing 3 in shootings and overseeing 39+ detention deaths. The number of agents criminally charged: zero.
The government systematically conceals agent identities, fabricates justifications, and promotes agents who use lethal force. This tracker documents every named and unnamed agent linked to violence — because anonymity is the first layer of impunity.
Named Agents — Multiple Incidents¶
These agents appear in more than one documented incident in our dossier collection.
Gregory Bovino — CBP Commander-at-Large¶
Body Count: 2 killed, 1 shot — under his direct command

Accountability: Found "outright lying" under oath by a federal judge. Removed from command, reassigned to El Centro, CA. Expected to retire. No criminal charges.
Pattern: Every operation Bovino commanded resulted in civilians shot. He praised shooters, fabricated narratives about victims, and was accused of antisemitic remarks about a Jewish prosecutor investigating the violence.
Jonathan Ross — ICE Deportation Officer, Minneapolis¶
Killed a U.S. citizen. Prior use-of-force incident on file.

Accountability: "In hiding" per Tom Homan. No criminal charges. DOJ declined civil rights investigation. Six prosecutors resigned rather than investigate Good's family as DOJ demanded. An FBI supervisor resigned after being pressured to stop her probe.
Pattern: Ross had a documented use-of-force encounter six months before killing Good. That incident — arm stuck in a car window, dragged — should have triggered a review. Instead, he remained on duty during the largest domestic enforcement operation in history.
Charles Exum — CBP Agent, Maine (deployed to Chicago)¶
Shot a U.S. citizen 5 times. Texted 'LMAO' afterward.

Accountability: Placed on administrative leave (timing unclear). No criminal charges. Bovino praised him hours after the shooting. DHS Secretary Noem personally praised him. He texted: "5 rounds, 7 holes. Put that in your book boys" and "LMAO."
Pattern: A firearms instructor who takes "pride in my shooting skills" was deployed to a civil immigration operation and shot an unarmed civilian, then celebrated. The system rewarded him instead of disciplining him.
Tricia McLaughlin — DHS Assistant Secretary for Public Affairs¶
Not a field agent — she builds the cover stories
McLaughlin appears across 9+ dossiers as the architect of DHS disinformation after shootings and deaths.

Pattern: McLaughlin constructs a false narrative within hours of every incident, dehumanizes the victim through language ("domestic terrorist," "illegal alien," "Oscar-level performance"), then doubles down until evidence makes the lie untenable. She is the disinformation machine.

Mattia agents note: The names Whitehouse, Sifuentes, and Torralva were concealed for 18 months and only emerged through civil lawsuit discovery. This is the standard timeline for agent identification — if it happens at all.
Unidentified Agents — Shootings¶
Agent Anonymity Is Policy
In the majority of shooting incidents, the agents who pulled the trigger have never been publicly identified. DHS conceals agent identities as a matter of policy, even in cases of lethal force against unarmed civilians. When names do emerge, it's through:
- Civil lawsuit discovery (forced disclosure — 18+ months)
- Investigative journalism (ProPublica, Bellingcat)
- Never through official DHS channels voluntarily

The pattern: 9 major incidents. 0 agents voluntarily identified by DHS. In the Pretti case, DHS withheld shooter names from Congress and local law enforcement — names were only published by ProPublica through independent investigation.
Unidentified Agents — Detention Deaths¶
The 39+ people who have died in ICE detention since January 2025 were in the custody of specific staff at specific facilities. In almost no case has DHS identified the medical staff, guards, or administrators responsible for the conditions that killed them.

How Names Eventually Surface¶
The government will never voluntarily tell you who pulled the trigger. Here's how names have come out:

Civil lawsuit discovery — Raymond Mattia's killers (Whitehouse, Sifuentes, Torralva) were only identified after 18 months, through the family's lawsuit.

Investigative journalism — Alex Pretti's shooters were identified by ProPublica after DHS withheld names from Congress and local police.

Court-ordered evidence release — Charles Exum's identity and text messages were released after a federal judge ordered disclosure in the Martinez case.

Victim testimony — Jonathan Ross was identified because Renee Good's family and witnesses could identify the specific officer.
What hasn't worked: Congressional requests, FOIA, internal investigations, or DHS voluntary disclosure.
